NATIONAL SCIENCE AND TECHNOLOGY ACHIEVEMENTS SPREADING PROGRAMME

I. NATURE AND PURPOSES

        The National Science and Technology Achievements spreading Programme is an important scientific and techological programme approved by the State Council, The purposes of the plrogramme is to mobilize and organize and technological workes and all the forces of soceiety to apply advanced, mature and appropriate scientific and technological achievements to the development of national econmoy, to the vast rural areas and industrial and mining enterprises, form the benefits of scale, promote the economic and social development , at the same time foster and establish the mechanism for the extension of scientific and technological achievements fit for the socialist market economic system, promote the close combination of science and technology with economy, so as to make contribution to the implementation of the strategy "Promote the development of the country with science and education" and the strategy of sustainable development and to the realization of the two fundamental transformations

II .THE MAIN OBJECTIVES

        Emphatically solve the key, difficult and hot problem in the industrial and agricultural production and in the development of new/high tech industries and new and developing industries based on advanced, mature and appropriate scientific and technological achievements, realize the transfomation of scientific achievement into actual productive forces, form the benefits of scale, promote the close combination of science and techology with economy and the coordinated deconmomic and social developmnet
        During the Ninth Five year Plan period 1,500 projects will be newly added to the project list in the guideline of the propgramme on the screening basis, and by the end of this period, the number of important achievements included in the guideline will be increased in a rolling manner to 2.000, and 20.000 achievements will enter the extension programmes of different localities, sectors and levels.

III. THE MAIN CONTENTS

        1. Create Environment and Conditions Favourable for the Continuous Development of Scientific and Technological Achievements

        Probe into and foster the operational mechanism for the extension of scientific and technological achievements under the socialist market economic system, study and formulate the policies, laws and regulations to promote the extension; establish and perfect a managerial team with high level of mastery of policies and service teams of extension that work at the root level and serve the society, promote the consciousness of science and technology and overall quality of the society; widely establish financing channels for the extension, and open up new approaches to social funds raising and to the drawing of investments from all circles

        2 Screening and Release of Project List for the "Guideline of Programme"

        The Ministry of Science and Technology, according to the problems existing in the social and economic development and market needs, solicit achievements of science and technology from all parts of the country and , on the basis of expert screening and evaluation, annually releases to the whole society the major achievements of science and technology for extension in the country to guide the choose by enterprises.

        (1) Focal points of screening for the guideline

        The agricultural projects are mainly aimed at the achievements of science and technology to promote the utilization ration and productivity of land, waters and land betwwn tides, promote the output and quality of grain, cotton edible oil, sugar, vegetable, domestic animals and poultry and aquatic products, promote the quality and effects of means of agricultural production such as chemical fertilizer, pesticide, agricultural plastic sheeting and agricultural machinery

        The industrial projects are mainly aimed at new technologies and new materials and corresponding new equipments, energetically extending the achievements of science and technology that exert important impacts on industrial and product structure adjustment, energy saving and consumption reduction, product quality promotion and environmental protection, and extending the achievements of new/high technologies for the reform of traditional industries, so as to promote the economic , social and ecological benefits and the productivity of all staff.

        (2) The principles for the selection of projects

        1 Conform to industrial policies of the state, have guiding and promoting for sectoral technical progress, and possess great significance for the coordinated economic and social devlopment.

        2 Have advanced, mature and appropriate technologies ,which should have passed interim examination and acceptance, have been extended and applied acceptance, have been extended and applied in a certain range to show that they have significant economic, social and ecological benefits;

        3 Have good returns to investmentl;

         4 Cover wide areas, have strong "radiating " effect, can be applied to different sectors and region and can create big economic benefit of scale.

        (3) the evaluation and screening procedures

        An institution who wants to be included for the projects in the guideline, should submit an application to its upper authorities level by level or to the local science and technology commission Related governmental departments of science and technology and local science and technology commissions organize evaluation of the technical projects in the application according the principle of project selection in the guide line and then submit the projects to the Ministry of Science and Technology .

        The Ministry of Science and Technology organizes the evaluation committee involving experts of technology, production, business operation and management to conduct evaluation on the discipline basis, then makes review of the technical projects that have passed the evaluation before publishing the projects.

        3. Implementation of Projects of Annual Programme

        For the projects of annual programme to be implemented for which the institution suing the technology and that holding the technology have singed related agreements according to the Law of Technical Corntrac, the Ministry of Science and Technology makes review according the polices of sectoral technical development , the amount of focus and the implementaiton of the annual programme of last year, fomulates the annual programme plan and issues the list of projects suggested for loans , and local science and technology commissions are responsible for the arrangement of loans and organization of implementation of the projects in cooperation with related departments

        4. Establish Extension and Demonstration Bases and Research and Extension Centres

        The extension and demonstration bases and resarch and extension centres for scientific and technological achievemevt are important compoents of the efforts of extension of scientific and technological achievements, aimed at assembling the projects of the programme to form complete sets for extension and application and making inter reginal and inter sectoral extension into and bringing up new mechanism for the extension of scientific and technological achievements, guiding and promoting the development of regional economy, rpomoting the technical progress and reform of scientific and technological system of sectors, forming role of both the bases and centres in the extension of scientific and technological achievments.

IV .ORGANIZTION, IMPLEMEN TATION AND MAEAGEMEAT

        The programme is managed and implemented at the levels of the state, province (autonomous regions and municipalities sirectly under the central government) and related departments of the State Council to form extension plans of different each with particular emphasis.

        The Ministry of Science and Technology is responsible for the overall management of the national extension of scientific and technological achievements: studying and formulating policies and laws and regulations ofr extension soliciting, evaluating , issuign and orgaizing implementation of projects of the guideline; formulatinig annual progammes ;determining the direction of investment, assigning loan quotas of the central banks; monitoring and checking the implementation of the plans; and organizing examination and acceptance, rewarding and international cooperation.

        The provincial (autonomous region and municipality directly under the central government) science and technology commission is responsible for the management of extension of scientific and technological achievements in the local administrative division: organizing implementation of extension programme; recommending to the Ministry of Science and Technology projects for the guideline ; organizing implementation of projects of the guideline with consideration of the local master plan of economic and social development , in cooperation with local sectors (bureaus) ; conducting monitoring , checking and examination and examination and acceptance of implemetation, cooperating with relatde departments of the local area; probing into and fostering the mechanism for the extension of scientific and technological achievements conforming to the characteristics of economic development of local area.

        A department of the State Council is responsible for the management of extension of scientific and technological achievements in the sector under the department, including organization of implementation, recommending to the Ministry of Science and Technology projects for the guideline, assisting the Ministry of Science and Technology in evaluating the recommended projects for the guideline and managing technical supporting agencies in the sector, cooperating local science and technoogy commissions in comprehensively imkpleminting the projects of annual programme, organizing the projects of the sector, probing into and fostering the mechanism for the extension of scientific and technological achievements conforming to the characteristics of sectoral development.

V. POLICIES AND SUPPORTING CONDITIONS

        1. Give full play to the macro control function of governments and sectoral authorities at different levels, organically combine at different levels, organically combine the pormoting funciton of planing with high level mechanism, give play to the orienting impact of planning on market, and accelerating the extension of techologies through multiple approaches.

        2. Strengthen the cooperation with related departments and sectors, include mature scientific and technological achievements in regulations, codes and standards, adopt economic, legal and administrative instruments to eliminate or limit the use of backward technologies and production of backward products and promote the renewal of technologies and products.

        3. Agreements must be singed between implementing institution and technical supporting institution on technical transfer and service according to the Law of Technical Contract, and technical transfer and service must be paid.

        4. The expense of extension should be mainly covered by loans of scientific and technological development form commercial bands, and the funds can beraised through mulitple channels, I, e, the state provides funds to play a guiding function, the localities and implementing agencies provide counterpart funds, ect..

        5. Take full advantage of existing preferential policies and energetically open up new channels for supporting conditions of human, material and finacial resources, etc..

        6. The state gives recongnization to scientific and technological workers and managerial personnel with outstanding contribution to extension, Attention is paid to scientific and technological extension as an important component to the reward for scientific and technological rpogress.

        7. Actively carry out international technical exchange and cooperation, Timely organize large scale extension and application of the advanced foreign technologies that have been imported and digested, actively open up markets for technical export, energetically promote the transfer of projects of extension to foreign countries and international markets.
