Functions
    To draft important documents, and to carry out investigation and research.
    To be in charge of the government administration, such as organizing meetings, handling documents and telegrams, secretary affairs, managing archives, receiving letters and visitors, taking charge of security and maintaining secrecy, etc.
    To be in charge of the publicity and news releasing of S&T information; To give reply to the proposals (or overtures) put forward by municipal people's deputies and members of the Ningbo Committee of the CPPCC.
Within the limits of the administrative authority, to manage the functionaries of the bureau and directly subordinate units, the organizational structure, labor and salaries, the political examination of those who go overseas, and the determination of professional titles in the natural scientific research field.
    To give aid and assistance to get the following works done: party affairs, discipline inspection and supervision work, the assessment and training of carders and family planning.
    To be in charge of the management of finance, assets and vehicles in the bureau and giving services to the retirees; to do day-to-day work of the municipal steering group of science and technology affairs.

2.Division of Comprehensive Planning

Functions of the Division of Comprehensive Planning
       To research, coordinate and draw up local statutes, regulations and policies concerning the citywide programs for S&T development, S&T projects, S&T achievements, and the management of technology markets; To do research on citywide S&T development strategies and policies, and organize the formulation of medium-term and long-term plans of science and technology development and various annual S&T plans; To be in charge of the publicity of S&T laws, regulations and policies, and training personnel to get familiar with these S&T laws, regulations and policies, and the supervision of the implementation of these S&T laws, regulations and policies; To be in charge of the formulation and implementation of the trial programs of municipal-level new products, the Youth (Doctor) Fund, and the innovation conditions and environmental construction plan; To be in charge of the declaration of national key new product programs and the Key S&T Achievements Dissemination Program; To administer on its own responsibility the budget and final accounts of science and technology operating expenses in various S&T programs, such as the "three-item expenditure" on science and technology (namely, the expenditure on trial-producing new products, the expenditure on the middle stage tests, and the expenditure on subsidies for major scientific research projects), technology innovation funds, the Youth (Doctor) Funds and the funds of informationization; To organize and direct the work of putting some municipal-level key projects under an authorized plan and examining these projects, the invitation of public bidding and evaluation of S&T projects; To be in charge of S&T statistics and data development and research; To take part in the decision-making of the key programs and key projects all over the city; To be in charge of the S&T achievement registration, evaluation, identification, awarding, secret maintenance; to manage technology markets, technology export, and to confirm the qualifications of S&T intermediary organizations and supervise S&T intermediary organizations; to put the confirmation, registration and statistics of technological contracts under centralized management by specialized departments; To take charge of the statistics of non-governmental S&T enterprises; To take charge of the work of "rejuvenating the city by relying on science and technology", and direct the development of the S&T tertiary industry.

Functions of the Division of International Cooperation
       To put the citywide S&T foreign affairs under centralized management by specialized departments; To formulate and organize the implementation of international science and technology exchange and cooperation plans; To organize and coordinate the S&T cooperation and exchange with Hong Kong, Macao and Taiwan; To liaison S&T agencies of our country stationed in embassies in foreign countries; To coordinate and help related departments organize export and introduction of technologies; To coordinate cross-department and civilian major S&T cooperation and exchange; To facilitate horizontal S&T cooperation and exchange and render services to grass root units; To be in charge of the management of the expenses of S&T cooperation and exchange programs.

Functions of the Division of High and New Technology and Industrialization
       To do research on the guidelines and policies of high and new technology development and its industrialization in industry.
       To formulate the layout and annual plan of high and new technology development in industry.
       To organize the implementation of key high and new technology industrialization programs and transferring programs of high and new technology achievements, S&T task of tackling difficult problems, and new product programs in the city.
       To declare state-level Spark Program, 863 Programs, state electronic informationization programs, programs of science and technology-based small and medium-sized enterprises technology innovation fund, and to implement the city-level Spark Program.
       To organize the establishment and management of the high and new technology industrialization zones and high and new technology industrialization bases.
       To confirm high and new technology enterprises, high and new technology products, and high and new technology programs. To declare state-level high and new technology enterprises. To be in charge of the cultivation of science and technology-based small and medium-sized enterprises.

Functions of S&T Program for Social Development
       To do research on the policies and measures of accelerating the rural and social development by science and technology; To organize the implementation of the S&T key task program and industrialization in the fields of rural and social development; To be in charge of the construction of key laboratories and technological engineering centers in the fields of rural and social development; To be in charge of the declaration and implementation of programs of transferring state rural S&T achievements and S&T key task programs; To put the planning work of the citywide Spark Program under centralized management by specialized departments, and organize the implementation of national and municipal Spark Programs; To be in charge of the construction and management of rural High -tech Park , the Spark demonstration villages and towns, the Spark technology dense areas, and demonstrate sites of sustainable development; To direct the S&T activities involved in population, resource, environment, public health, marine development, and poverty-alleviation by S&T, etc; To organize the implementation of the responsibility system by objectives in S&T progress, the assessment of management by objectives and the campaign of striving to be a pace-setter in S&T progress; To coordinate and organize the science and technology popularization and bring science and technology to the countryside in the whole city.

Functions of the Seismological Bureau
       To carry out the national and local laws and regulations concerning the precautions against earthquakes and reduction of natural disasters; To formulate and implement the medium-term and long-term plans of precautions against earthquakes and reduction of natural disasters in the whole city; To formulate the citywide emergency program against destructive earthquakes, to direct and supervise the citywide emergency work against earthquake; To deal with the appraisal of the earthquake-proof safety, the management and supervision of the anti-quake and quakeproof work in areas under its jurisdiction; To be in charge of the check and acceptance of the anti-quake and quakeproof measures of key projects and important facilities under the municipal level; To direct and supervise the earthquake monitor and prediction work of this city; To be in charge of the publicity and education of the precautions against earthquakes and reduction of natural disasters; To organize and coordinate earthquake monitor and prediction, and do research and development of the technologies and facilities concerning first aid in earthquake emergencies; To popularize the S&T achievements on the anti-quake and quakeproof research and the dissemination of practical technologies; To deal with day-to-day work of the municipal leading group of taking precautions against earthquakes and reduction of natural disasters and other work assigned by seismological departments at the higher level.

       To formulate the development strategy and planning of the intellectual property rights and patent work in the whole city; To draw up the draft of the policies and local laws and regulations concerning intellectual property rights and patent work in the whole city; To direct and coordinate the intellectual property rights and patent work in the whole city; To be in charge of the enforcement of the patent law, and tackle patent disputes and deal with transgression of patent; To work out and carry out the plan of constructing local patent network; To be in charge of the professional guidance of patent service agencies, such as patent agents, patent assessment, and information services; To organize and promote the publicity and dissemination of the Chinese Patent Law and related regulations and to train the patent team; To coordinate comprehensively foreign related intellectual property exchanges and give assistance to foreign related intellectual property affairs; To do the day-to-day work of the municipal leading group of intellectual property rights protection.
