    In modern society, the global new science and technology has immense impact on the development of economic society. One, that could be superior in the field of science and technology innovation, will be positive on the way to development. Facing up to increasingly severe competition in science and technology, our government catches the challenge and strives for itself, considering the first 20 years as the key strategic period of Ningbo’s economic and social development, placing the first on developing scientific and technological industy, and establishing and implementing the strategies, namely Six Key Connection and Revitalizing Ningbo through Science and Education. Positively promote the progress of science and technology, improve local self-innovation capability, and boost adjustment of industry structure as well as shift of economic increase form, so as to realize the dramatic development during the first Five-year Program in the new century.

    In the development of the science and technology industry, the international science and technology cooperation has been attached importance to unprecedented, pacing on a fast way named centralized on introduction and connected with self-innovation, and creating a large number of examples in scientific and technological cooperation. Since 2000, through the cooperation and communication with more than 110 domestic universities and research institutes, we have introduced 184 high level institutes like Ningbo Institute of Material Technology & Engineering Chinese Academy of Sciences (CAS), the Ningbo Branch of Ordnance Science Institute of China, and Ningbo Institute of Technology Zhejiang University, Ningbo Integrate Circuit Center, and so on, and 1,533 hi-tech programs and a great number of high level scientific and technological talents, all of which advance the exaltation of Ningbo’s self-innovation ability, and strengthen the competition capacity of regional industry, and provide staunch and solid science and technology support to national economy development and social progress.

    Just as scientific and technological cooperation causes great achievements, so do we carry forward our cause and forge ahead into the future. In the first year of the 11th Five-year Program, we will wholly carry out the spirit of the national science and technology conference, adhere to scientific concept of development, expand international scientific and technological cooperation, widen international cooperation field, fortify the construction of regional innovative system, then it is sure for us to make a new self-innovative path with Ningbo characteristics, promote Ningbo’s self-innovative capability in all round, and strive for proceeding the construction of a new city.
