The main functions of the NSTB are as follows:

       1. To carry out science and technology related guidelines, policies, laws and regulations issued by the State and the Province; As entrusted to formulate the local regulations and rules concerning the management of S&T affairs, intellectual property rights, precautions against earthquakes and reduction of natural disasters; To carry out them after having been examined and approved.

        2. To do research on major issues of science and technology for promoting the development of economy and society; To do research and decide the major layout and priorities of science and technology development; To promote the construction of citywide scientific and technological innovation system, and to upgrade the citywide capacity of innovation.

        3. To organize the formulation of medium-term and long-term plans as well as annual plans of the citywide science and technology development; To organize the formulation and implementation of plans and annual plan of high and new technology industry; To administer on its own responsibility the municipal-level budget and final accounts of science operating expenses, the "three-item expenditure" on science and technology (namely, the expenditure on trial-producing new products, the expenditure on the middle stage tests, and the expenditure on subsidies for major scientific research projects), the funds of science and technology innovation. To direct and manage on its own responsibility the citywide use of the science and technology venture investment fund.

        4. In conjunction with related departments, to research and put forward the policies and measures of science and technology system reform and technical innovations; To direct, coordinate and supervise the system reform of scientific research institutes in the whole city and examine and approve the establishment and adjustment of scientific research institutes; To direct the management of S&T intermediary organizations, non-governmental scientific and technological research institutions and S&T mass organizations; To coordinate and organize the citywide dissemination of science and technology; To be in charge of the management of the citywide S&T information and S&T periodicals.

        5. To organize the citywide formulation and implementation of the programs for science and technology development such as basic research in the fields of industry, agriculture, and social development, and the research and industrialization of high and new technology; To organize the implementation of the construction projects of key laboratories, experiment bases and engineering technology centers; To draw up the citywide science and technology development programs, such as the Torch Program, the Spark Program, the program of producing new products, the S&T Achievements Dissemination Program, and so on; To direct and supervise the citywide high and new technology industry development zones and scientific and technological bases of industries with local characteristics, and put the establishment of high and new technology industrialization zones and areas under centralized management by specialized departments; To direct the development of the S&T tertiary industry.

        6. To be in charge of the confirmation of high and new technology enterprises, high and new technology achievements, high and new technology products and high and new technology projects all over the city; To put the evaluation of S&T achievements and the work of S&T secrecy, S&T statistics, S&T archives under centralized management by specialized departments; To be in charge of the work of S&T Awards; To direct and supervise technology market and the activities of technological intermediary organizations; To promote the construction of the citywide S&T innovation system and S&T service system; To organize the recommendation and declaration of various kinds of S&T programs of the state which come in different categories; To do a good job in the management of technology-transformed-shares.

        7. To put science and technology foreign affairs of the whole city under centralized management by specialized departments; To formulate and organize the implementation of the plans of international science and technology cooperation and exchange; To organize the introduction, digestion and assimilation of overseas advanced technologies and the export of domestic technologies.

        8. To be in charge of the formulation of the development strategy and plan of the citywide protection of intellectual property rights and patent management; To coordinate and direct the protection of intellectual property rights; To tackle cases over patent disputes and deal with cases violating patent rights in accordance with the laws; To organize and promote the publicity and popularization of intellectual property rights related laws and regulations.

        9. To be in charge of the precautions against earthquakes and reduction of natural disasters all over the city and formulate the medium-term and long-term plans of precautions against earthquakes and reduction of natural disasters; To be in charge of the formulation of the anti-quake and quakeproof standards of key projects and large facilities in the area under its jurisdiction; To be in charge of the appraisal, check and acceptance of the anti-quake and quakeproof measures of key projects and important facilities under the municipal level; To direct and supervise the earthquake monitor and prediction work of this city and do research and develop the technologies and facilities concerning first aid; To be in charge of the publicity and education of the precautions against earthquakes and reduction of natural disasters.

        10. To take part in the decision-making of all key technological transformation projects and major construction projects all over the city; To put the citywide research on soft science under centralized management by specialized departments;

        11. To direct and coordinate the departments of the municipal government, all counties (or county-level cities) and districts in the administration of science and technology; To organize the rejuvenation of the city by relying on science and technology, and promote the S&T progress in all areas and all industries.

        12. In coordination with related departments to formulate policies concerning S&T personnel; To take part in the management, cultivation, introduction of S&T personnel and the determination of professional titles of S&T personnel all over the city.

        13. To carry out other jobs assigned by the municipal government.
